Legislative Arm of Government | Voice of the People

The Delta State House of Assembly (DTHA) serves as the legislative arm of the Delta State Government. It is constitutionally empowered to make laws, conduct oversight functions, and represent the interests of the people of Delta State across all constituencies.

As a core pillar of democracy in the state, the DTHA plays a critical role in ensuring good governance, transparency, and sustainable development.

Structure of the DTHA

The Delta State House of Assembly is unicameral, comprising 29 elected members representing the 29 constituencies in the state. It is led by the:

  • Speaker of the House
    Presides over sittings, ensures order, and represents the Assembly in official capacities.

  • Deputy Speaker
    Assists the Speaker and stands in during absences.

  • Principal Officers
    These include the Majority Leader, Minority Leader, Chief Whip, and their deputies who coordinate legislative business.

  • Committees
    Standing and ad-hoc committees are established to oversee ministries, departments, and agencies (MDAs), review bills, and monitor government performance.

Core Functions of the DTHA

  1. Law Making

    • Enacts new laws and amends or repeals existing ones to reflect the needs of the state.

  2. Oversight

    • Monitors the activities of the executive arm to ensure accountability and transparency in governance.

  3. Representation

    • Acts as the voice of the people, ensuring that the concerns of every constituency are heard and addressed.

  4. Budget Approval

    • Reviews and passes the state’s annual budget proposed by the Executive.

  5. Approval of Appointments

    • Confirms appointments made by the Governor, including commissioners and other top officials.

Impact on Delta State

Through its legislative authority, the DTHA continues to drive progress across key sectors—health, education, infrastructure, economy, and security—by enacting relevant laws and pushing for reforms that serve the people.
